Senior Operations Readiness & Assurance Engineer ACCOUNTABILITIES

The position will be the focal for all E & C projects (brown field) except the projects with dedicated FOPS focal. During conceptual study, pre-FEED, FEED and EPCIC (wherever applicable) phase, he/she is acting as Field Operations representative to follow the engineering of the projects and will start preparing the Start-Up of the facilities wherever necessary and anticipate their operability.

The Sr. Operations Readiness & Assurance Engineer is accountable for the following:

Be the FOPS focal to the projects for all FOPS related technical topics

Ensuring maximum operational inputs in the final design of the facilities

Following the preparation of Commissioning in liaison with the Project Team

Ensure that offshore core crew is well aware of the procedures applicable for the new installation and startup sequences

Anticipating any start-up related topics: o Prepare startup sequences and procedures o Review of the Operational Test Procedures (OTP) o Witness of execution of commissioning by following pre-defined matrix– onshore and offshore o Review of operating procedures

Ensure readiness of the projects

Prepare projects OPEX when required


Sr. Operations Readiness & Assurance Engineer must drive incident free culture in all aspects of the job. Shall assist in:

Defining project scope of work to meet operational requirements

Optimizing project tie-ins / shutdowns to minimize production shortfall

Ensuring operating procedures are developed and are in complying with company requirements

Developing startup procedures to ensure safe startup of any modifications by the projects

Providing operational input to HAZID/HAZOP/SIL/3D model review


Acts as advisor / coordinator to handle concern raise by the project for future operability.

Follows up the detailed engineering development (through regular meetings with Engineering Team, MANASA reviews) to ensure compliance with operational requirements (operability aspects such as accessibility, maintainability and also coherence with the defined operating philosophy, with the Field ESD logic), including identification of possible SCNs for improvement and follow up the actions

Follows main Engineering workshops and reviews such as HAZID, HAZOP, SIL, 3D reviews, Constructability reviews

Reviews and comments the Procurement Engineering packs (at early stage of Project) to ensure vendor scope is adequate to Field Operations requirements (spare parts, FATs, operators training aspects, assistance to start-up…)

Ensures follow-up of RAM/PAS study and MIEC development as required, and ensures its readiness

Follows-up status of main operations registers (LO/LC, HP/LP, ATEX…)

Coordinates with the engineering Team to provide relevant Field Operations input as required (including inputs to Technical Queries, Derogation requests)

Reviews tie-ins requirements and ensures shutdown duration is optimized / minimized

Ensures any SIMOPS activities are well prepared in accordance with company requirements

Reviews OTP prepared by the commissioning team and liaise with the field operation team, and witnesses the execution of OTP

Develops start-up sequences / procedures and shares with the Field Operation core crew

Liaise with OTL / production supervisor for the startup of the systems

Participates to the preparation of the risk assessment of the activities to be performed during the Offshore Phase (including start-up phase).

Ensures CTR and CPY teams are properly trained on Offshore Safety aspects (PTW, SIMOPS…) and CTR plans to put in place necessary means Offshore (local signage and barriers for the boundaries of the SIMOPS area, exit, walkways and scaffolds, double language signs)

Ensures timely preparation of the safety measures required for start-up and commissioning (LOTO, electrical isolation, safety inhibition)

Prepares / updates / checks on site the “Red Line Markup” P&IDs at the end of construction and during commissioning phase. Ensures a set of up-to-date P&ID is always available for the offshore team

Makes available key documents from project regarding new facilities to FOPS team

Initiates / participates preparation of the Pre-Startup Safety Reviews (PSSR) of new facilities.

Ensures non-conformance to the design and company standards / requirements are properly categorized and registered as punch list

Ensures punch list clearances processes are properly followed and registered in the system

Assists the teams for procedures for mechanical isolations, de-isolations and draining

Ensure the performance test procedure is well prepared and understood by all participate parties wherever required

Participate PR review wherever required

Ensure readiness of projects in terms of:

Technical readiness

Personnel readiness

Documentation readiness

Spare parts readiness

Petroleum applications readiness (PDMS, e-COW, etc.)

SIMOPS dossier readiness

SAP readiness

MIEC readiness wherever required


Position is resident working 5 days a week at NOC headquarter, travel to contractors’ office / construction sites may be required, he/she may be required to travel to offshore for preparation of hook up, commissioning and startup.

When offshore, the position is mainly during the day shift. However, when significant operations are planned at night (heavy lifts, naked flame activities on process line, etc.) or when unforeseen events required increased vigilance by Operating Authority in the production area, the position can be working on a flexible scheme as agreed by OTL or Production Supervisor.


Education and relevant experiences:

Education: higher national diploma or certificate in engineering

Industry experience: minimum 20 years’ experience in O&G production operations and engineering

Experience in offshore hook up, commissioning, startup, shutdowns & production planning, offshore supervisor would be an asset


Ability to work independently while maintaining good relations with colleagues and others

Must have a proven sense of operational responsibility, courage to intervene and challenge

Previous experience with Production, Drilling, Marine & Construction operations

Willing to work flexible shifts and extended shifts as required

Fluent in written and spoken English

Computer literate

Professional or HSE certifications:

Basic firefighting

NOC PTW training & JSA awareness

Confined Space Entry & Rescue, Authorized Gas Tester

NOC lifting and rigging training, NOC manual handling training

Radiation protection awareness

Hazard & Energy control Lock-out & Tag-out awareness
